Permanent Residency Options for Vietnamese Families
The EU Golden Visa is not citizenship for sale. It is a residency-by-investment route for eligible non-EU nationals.
For Vietnamese families considering an EU “Plan B,” Malta and Cyprus remain two important options in 2026.
1. Malta — Permanent Residence Programme
Malta’s Malta Permanent Residence Programme (MPRP) offers permanent residence through a combination of property, government fees and a charitable donation.
2026 Requirements
- Government contribution: €37,000 ≈ US$43,300
- Administrative fee: €60,000 ≈ US$70,200
- Property: purchase of at least €375,000 ≈ US$438,800, or qualifying rental of at least €14,000/year ≈ US$16,400
- Donation: €2,000 ≈ US$2,340
Applicants must also meet financial, health, insurance and due-diligence requirements. The programme grants permanent residence in Malta; it is separate from Maltese citizenship.
Key point: MPRP is designed for families seeking permanent Maltese residence without relocating their entire life to Malta.
2. Cyprus — Permanent Residence by Investment
Cyprus offers an expedited permanent-residence route under Regulation 6(2).
2026 Requirements
- Minimum investment: €300,000 ≈ US$351,000
- Investment may qualify through new residential property, certain commercial real estate, a qualifying Cyprus company, or approved
- investment funds.
- Annual income: at least €50,000 ≈ US$58,500
- Additional income requirement:
- Spouse: €15,000 ≈ US$17,550
- Each dependent minor child: €10,000 ≈ US$11,700
Investment funds must generally be transferred to Cyprus from abroad, and applicants must meet the required background and documentation standards.
