A Path to U.S. Permanent Residence Through Investment
For Vietnamese families and entrepreneurs who want to build a long-term future in the United States, the EB-5 Immigrant Investor Program offers a pathway to lawful permanent residence through investment in a qualifying U.S. business project.
The EB-5 program was created by Congress to encourage investment, economic growth and job creation in the United States. Qualified investors may apply for permanent residence for themselves, their spouse, and unmarried children under 21.
How EB-5 Works
For a qualifying EB-5 investment, the investor generally must:
- Invest $800,000 in a qualifying Targeted Employment Area (TEA) project, or $1.05 million in a non-TEA project.
- Invest in a qualifying new commercial enterprise.
- Demonstrate that the required capital was lawfully obtained.
- Create at least 10 qualifying full-time jobs for U.S. workers.
Many investors participate through an approved Regional Center, where capital from multiple EB-5 investors may be pooled into a qualifying project. USCIS recognizes both Regional Center investments and standalone investments as EB-5 pathways.
Los Angeles EB-5 Opportunities
Los Angeles has a large and diverse economy, with investment opportunities in areas such as:

However, not every project in Los Angeles qualifies for EB-5. Investors should verify the project’s USCIS structure, job-creation methodology, source and use of funds, and Regional Center status before investing.
USCIS records, for example, include Regional Center projects involving development in downtown Los Angeles.
What Happens After Investment?
The EB-5 process generally involves:
- Select a qualifying project
- Document the lawful source of funds
- File the appropriate EB-5 petition
- Obtain conditional permanent residence if approved and otherwise eligible
- Demonstrate that the required employment conditions have been satisfied
- Apply to remove the conditions on permanent residence
EB-5 investors initially receive conditional permanent residence. The investment and job-creation requirements must continue to be satisfied during the applicable period before conditions can be removed.
